Removing a gambling ban: how a HAMPI restriction actually ends

This is one of the searches with the widest range of situations behind it. Some people added themselves to the register years ago, have sorted things out and now want to know whether the entry is still valid at all. Some added themselves yesterday and already regret it. And some are searching on behalf of someone else.

We will give the direct answer straight away, because it is the same in every case: a HAMPI restriction cannot be cancelled on a momentary impulse. The restriction lasts at least for the period you chose when you set it, and ends only when that time is up. There is no “remove now” button, and that is not a fault — it is the only real function of the whole system.

In this article we look at what exactly the restriction is, how and when it ends, what happens to the money in your account and to withdrawals, what the restriction does not cover, and what to do when waiting feels too hard. The last part is the most important part of this article, and it is not worth skipping.

We make no promises here and offer no shortcuts, because none exist. What does exist is precise information about what happens when — and in most cases it is the uncertainty that makes waiting unbearable, not the waiting itself.

A restriction that can be cancelled in an instant is not a restriction
The value of HAMPI comes precisely from the fact that it cannot be withdrawn on impulse

What exactly HAMPI is

HAMPI is the register of gambling restrictions — a national list of people who have asked not to be allowed to gamble. It is kept by the state, not by a casino.

Two features make it different from everything else a casino offers itself.

It applies everywhere at once. A single entry applies at all operators licensed in Estonia — online casinos, slot halls, betting shops. You do not have to talk to each operator separately, and you cannot “talk one of them round”, because the decision is not the operator's.

Checking it is mandatory for the operator. An operator with an Estonian licence must check the register before allowing anyone to play. This is not a courtesy but a licence condition, and breaching it puts the operator's licence at risk.

It is this second point that makes HAMPI something other than a casino's own self-exclusion. A casino's internal exclusion depends on the casino's willingness to cooperate and disappears with the account. HAMPI does not depend on anyone's goodwill.

The most important sentence in this article

How and when the restriction ends

How the restriction ends depends on what you chose when you made the entry.

Fixed-term restriction. If you chose a specific period, the restriction ends when it expires. Before then it cannot be shortened — and that is deliberate. If the restriction could be shortened, it would not do its job, because the only moment anyone wants to shorten it is exactly the moment the restriction was set up against.

Open-ended or long-term restriction. In this case there is a procedure for applying to end the restriction, and it comes with a waiting period. The waiting period is not a punishment: it is the time during which the decision stops being an impulse. Submitting the application does not mean the restriction ends immediately.

Do not assume it ends automatically. Some people believe an entry “expires by itself” after a while. Check it, do not assume.

Where the precise information comes from. The validity, term and ending procedure of a restriction can be checked through the register itself — via the state portal eesti.ee or following the instructions of the Estonian Tax and Customs Board (EMTA). We cannot see your entry, and no comparison site can. If a page promises to “quickly remove” the restriction, it does not represent the register.

The text of the Gambling Act itself is in the Riigi Teataja, and it is the only source on deadlines that never goes out of date.

What happens to money already in your account

This is the real subject of this site, and a question that is rarely answered elsewhere.

The restriction does not take your money away. Self-exclusion prevents playing, not withdrawing. The balance in your account remains yours, and paying it out is a normal, expected process. No operator with an Estonian licence may say “you are in HAMPI, so the money stays with us”.

In practice it may take longer. Three reasons, all technical and all solvable:

  • The account may be locked for play, which means the withdrawal cannot be started with the usual button and has to be done through customer support.
  • Verification may be half-finished. If the entry went in before your documents were reviewed, that step still has to be completed before the money moves.
  • Manual processing is slower than an automatic withdrawal.

What to do. Write to customer support, say directly that you have registered in the register and want your balance paid out, and include your account details straight away. Save the chat. If no reply comes within a week, an operator with an Estonian licence has a supervisor you can turn to — and this is exactly the situation the licence exists for.

Bonuses are the exception. Winnings from a bonus that has not been wagered through may be forfeited under the terms. This concerns bonus money, not your own deposit.

How an entry is made in the first place

Some people reach this article with the opposite question: how to set a restriction. The process is shorter than most expect.

The entry is made with the state, not at a casino. You do not have to talk to each operator separately or close any account. The entry is made via the state portal eesti.ee, identifying yourself with an ID card, Mobile-ID or Smart-ID, or following the instructions of the Estonian Tax and Customs Board (EMTA). The whole thing usually takes a few minutes.

You choose the term. This is the only substantive decision, and it is worth making carefully in one go, because it cannot be shortened later. This choice is the core of the whole mechanism.

It does not always take effect to the second. Checks between the register and operators happen regularly, not necessarily in real time, so allow for a small delay. If you want the restriction to be felt immediately, also set up a bank-side block on the same day — that takes effect at once.

What the entry does not require of you. You do not have to give reasons, talk to anyone or fill in any form apart from the entry itself. Nobody will call you. It is a deliberately low-friction process, because the friction belongs at the other end — at ending, not at starting.

This asymmetry — easy to get in, slow to get out — is the design of the whole register in a single sentence.

HAMPI versus a casino's own self-exclusion

Almost every casino offers its own self-exclusion, and it is often recommended as an alternative to HAMPI. They are not equivalent, and the difference is bigger than it looks.

Scope. A casino's own exclusion applies at one casino. HAMPI applies at all operators licensed in Estonia at once. If you exclude yourself from one site, eight others remain open, and signing up at each of them takes a minute.

Strength. Cancelling a casino's internal exclusion is usually an email away, and in some cases just a button in the settings. HAMPI has a term and a waiting period. A restriction that can be undone in three clicks is a restriction only when you do not need it.

Permanence. A casino's exclusion lives in the casino's database. If the operator changes brand, migrates its system or archives the account, the exclusion may disappear with it. The national register does not depend on one company's data management.

Duty to check. A casino checks its own exclusion when it has a reason to. An operator with an Estonian licence is obliged to check HAMPI, and breaching that puts its licence at risk. The difference is between voluntary and a licence condition.

When a casino's own exclusion is still useful. In two cases: when you want a quick temporary break from one particular site without a national entry, and with foreign operators that HAMPI does not cover anyway — there, the casino's own exclusion is the only tool available, however weak it may be.

What HAMPI does not cover

The honest part, and staying silent about it would make the whole article useless. HAMPI is strong, but it has precise limits.

Foreign operators. The register covers operators licensed in Estonia. A casino without an Estonian licence — including every crypto casino and every site licensed in Curaçao or Anjouan — is not connected to the register, does not see your entry and is not obliged to take it into account. Your entry means nothing there.

This is not a flaw in the register. Estonian supervision reaches as far as the Estonian licence and no further.

The practical conclusion is uncomfortable but important: if a restriction is in place and play continues on a foreign site, the register has not failed — it simply does not reach there. In that case you need another layer, and there are two free tools for that.

A bank block on gambling payments. Several Estonian banks let customers block gambling transactions themselves, with one click in online banking. It works at the payment level, not at the casino level, which means it also reaches foreign sites. It is not as strong as HAMPI, but it exists and it is free.

A device-side block. Blocking software and operating-system content restrictions work regardless of who holds a licence. They are the weakest layer, because you can switch them off yourself, but they add friction exactly at the moment when friction matters.

Three layers at once — HAMPI, a bank block, a device block — together cover considerably more than any one of them alone.

Manual processing: what to realistically expect from a withdrawal

Since this site deals with withdrawal speed, this part is worth spelling out with numbers. A withdrawal from a locked account does not take the usual route, and the waiting times are different.

A normal automatic withdrawal at an Estonian-licensed casino by bank transfer typically reaches your account within the same or the next business day, because your identity has already been verified via bank link and the process is automated.

A withdrawal from a locked account goes through a person. A realistic expectation is 1–5 business days, and it depends on three things:

  • Whether verification has been completed. If your documents have been reviewed, it is quick. If not, the check starts now, and it is the longest single step.
  • Whether the request reached the right queue. The general support inbox is slower than the responsible gambling or payments team. Put the word “withdrawal” in the subject line, not “account”.
  • The day of the week. A request sent on Friday evening moves on Monday.

What to send in the first message to avoid back-and-forth: your account username or ID, the amount to be paid out, the bank account number and the name it is held in, and a sentence saying the account is locked due to self-exclusion. This five-line message usually shortens processing by days, because otherwise each line is asked for separately.

If no reply comes. A week without a substantive reply is a reason to escalate with an Estonian-licensed operator. Behind a licensed operator there is a supervisor with the power to intervene — and this is exactly the situation the licence exists for. Save all correspondence from the very beginning.

When waiting feels too hard

If you have read this article this far, it is likely you are not really looking for administrative instructions. For this part we have no clever solution, and we will not pretend to offer one.

Two things that are free, anonymous and really exist:

15410.ee — a counselling centre with a helpline on the same number. Free, anonymous, and you can write to them even if you are not sure whether your situation “is serious enough”. That very doubt is the most common reason people do not write.

Your family doctor. Gambling addiction is a health concern that a family doctor can refer you on for, and this route is more common than people think. Nobody has to convince you that the situation is “bad enough” — it is enough that you have thought about it yourself, and raising the subject at a family doctor's appointment is nothing unusual.

And one thought that is the real reason this article was written. The restriction you set earlier is a decision made by a clearer version of you. That version knew a day would come when you would want to take it back, and set it precisely for that reason. The waiting period is not working against you — it is working for the decision you made when you saw things more clearly.

If you are searching for this on behalf of someone else — a family member or a friend — note that you cannot end or apply to end another person's entry. But there is 15410.ee, which also counsels those close to the person, and that is often the most useful step.

If someone promises to remove the restriction quickly

Four situations and what actually happens in each

Behind the search there is usually one of four situations, and the answer is different in each.

“I registered years ago and don't know if it's still valid.” The most common and the simplest. Check the validity through the register, not by asking a casino. If the term has passed, you do not need to do anything — the restriction has ended and accounts reopen by themselves after the check. If the entry is still valid, you will also see the end date.

“I registered yesterday and regret it.” Here the answer is the most uncomfortable and the most important: you wait. Regret in the first days is expected, and it is exactly the reaction the term was created against. If the feeling is strong, 15410.ee is free and anonymous, and you can write to them precisely because the feeling is strong.

“The money is stuck in my account.” This is not a question of the restriction but of processing, and the balance is yours. See the withdrawals section of this article — a five-line message to customer support resolves most cases within a few business days.

“I'm searching on behalf of someone else.” You cannot end or set another person's entry, and that is deliberate. But someone close can ask for advice themselves — 15410.ee also counsels family members, and in this situation that is usually more useful than searching for administrative information.

If your situation does not fit any of these, the fastest route is to contact the register directly. We cannot see your data, and no comparison site can.

Why the system is like this at all

A short explanation helps you bear the waiting period, because it is not arbitrary.

The idea of self-exclusion rests on one simple observation: people's preferences change depending on the situation. A decision not to play made in a calm moment is a genuine decision. An hour later, in a different mood, the same decision feels like an obstacle. Both are preferences of the same person, but they are not equal — one of them was made with more information and under less pressure.

The self-exclusion register is a mechanism that gives the first decision priority. It does not make the decision for you or judge which version of you is right. It simply ensures that a choice made in a calm moment does not depend on you being in a calm mood next Wednesday as well.

That is why every feature of this system that seems annoying is actually its working principle:

  • Why can't the term be shortened? Because the wish to shorten it always comes from the mood the restriction was set against.
  • Why is there a waiting period for ending it? Because the waiting period turns an impulse into a decision.
  • Why can't the casino make an exception? Because then it would be the casino deciding, not you.

If you are reading this and feel irritated at how slow the system is, it helps to know that this irritation is planned for — and that it passes.

Three things to know before setting a new restriction

If you are reading this before making an entry, here are three practical notes people often wish they had known in hindsight.

1. Choose the term with a clear head, and longer than seems necessary. The only point of a restriction is to work at the moment you do not want it. A term that feels “a bit too long” now is usually about right. A term that feels comfortable now is probably too short.

2. Withdraw your balance first. If there is money in your accounts, make the withdrawals before the entry takes effect. That avoids the whole fourth section of this article — the locked account and manual processing.

3. Add a second layer straight away. A bank-side block on gambling payments takes a minute in online banking and also covers the foreign sites HAMPI does not. Two layers at once are considerably stronger than one, and adding the second layer is easier on the same day you set the first than later.

And one extra note about this site: we compare withdrawal speeds, and that is the whole point of our content. But if the question is whether to play at all, withdrawal speed is not the relevant number. Then the relevant number is the one you wrote into the register.

Glossary: what these terms mean

Several words are used interchangeably when it comes to restrictions, and they do not mean the same thing. Since confusion here costs time, here they are spelled out.

Self-exclusion is the general term: a ban on gambling set at your own request. It can be national or operator-specific.

HAMPI is Estonia's national self-exclusion register. It is one specific form of self-exclusion, and the strongest that exists in Estonia.

A gaming break (time out, cool-off) is a short-term pause, usually from days to weeks, that can be set in the casino's own settings. It is not self-exclusion and ends by itself.

A deposit or loss limit does not block play but limits the amount. Raising a limit usually takes effect with a delay, lowering it immediately — the same asymmetry as HAMPI, on a smaller scale.

Closing an account is not self-exclusion. A closed account can usually be reopened, and it does not prevent opening a new account elsewhere. If the goal is a barrier, closing an account is the weakest tool available — and it also loses your transaction history, which you may need for a withdrawal or for tax purposes.

If you are choosing between them, the order by strength is simple: HAMPI, then a bank-side block, then limits, then a gaming break, and only last, closing an account.

One more note from practice: people almost always choose a tool that is too weak. The most common pattern is closing an account, because it feels final and can be done straight away. In reality it is the weakest step on the list — the account reopens, a new account elsewhere opens in a minute, and the transaction history is gone. Once the decision is made, it is worth choosing a tool from the top of the list, not the bottom.

Frequently asked questions

Can I remove a HAMPI restriction right away?

No. The restriction lasts at least for the term you chose when you set it, and it cannot be shortened before it ends. For ending an open-ended or long-term restriction there is a procedure with a waiting period. The waiting period is a feature of the system, not an administrative obstacle.

Where can I see whether and how long my restriction is valid?

Through the register itself — via the state portal eesti.ee or following the instructions of the Estonian Tax and Customs Board (EMTA). No comparison site, including ours, can see your entry.

Can I withdraw the money in my account during the restriction?

Yes. Self-exclusion prevents playing, not withdrawing, and the balance remains yours. If the account is locked for play, the withdrawal has to be initiated through customer support and may take longer than a normal automatic withdrawal. Winnings from a bonus that has not been wagered through may be forfeited under the terms.

Does HAMPI also apply at foreign casinos?

No. The register only covers operators licensed in Estonia. Foreign operators, including all crypto casinos, are not connected to it. A bank block on gambling payments works well as an extra layer: it works at the payment level and also covers those sites.

Can I end or set a restriction for a family member?

Neither. The entry is personal and can only be made or ended by the person themselves. Counselling for those close to the person is available at 15410.ee, and in this situation that is the most useful step.

Can anyone speed up the removal of a restriction?

No. The register is run by the state and the procedure goes only through official channels. Any service promising quick removal of an entry does not represent the register.

Does the restriction affect my creditworthiness or remain visible anywhere?

A HAMPI entry is a checking tool for gambling operators, not a public list. It is not a credit register and is not visible to employers. The duty to check lies with the gambling operator, and the data is used only for that.

Do I have to close my accounts before making the entry?

You do not have to, and usually it is not worth it. Closing an account loses the transaction history you may need for a withdrawal or for tax purposes. A sensible order is: withdraw your balance, then make the entry, and otherwise leave the accounts alone.

What is the difference between a gaming break and self-exclusion?

A gaming break is short-term, casino-specific and ends by itself — it is a rest, not a barrier. Self-exclusion via HAMPI is national, applies at all Estonian-licensed casinos at once and cannot be shortened before the end of its term. If the goal is a real barrier, a gaming break is too weak a tool.

Do accounts reopen automatically when the restriction ends?

Generally yes — the operator checks the register regularly, and when the entry expires the block disappears. If an account still stays locked, it is a technical matter on the operator's side and can be resolved through customer support.
