Short definition
A tool with which a player can exclude themselves from gambling for a set time or indefinitely.
Self-exclusion lets a player block their own access to a casino for a set period or indefinitely. It’s the strongest responsible-gambling tool.
In Estonia there is a national self-exclusion register (HAMPI); offering gambling to a person entered in it is prohibited. The exclusion can’t be cancelled before its term ends — it’s a deliberate protective measure.

Self-exclusion compared with other tools
The point of self-exclusion is to remove the choice rather than make it harder. It helps to know exactly what each tool does:
- Limits cap the amount but leave the option to play.
- A time-out freezes the account for a short period and usually applies at one casino.
- A casino's own exclusion blocks access at that casino, but you can move to another one.
- HAMPI applies to all Estonian-licensed operators at once, and operators must check it before allowing play.
What self-exclusion does not cover
Exclusion does not reach sites without an Estonian licence. An unlicensed casino does not check HAMPI, so the exclusion only protects you as long as you do not open another route yourself. According to EMTA, HAMPI can restrict casino games, sports betting (toto) and classic lotteries, but not instant scratch lotteries (EMTA guide). Tell someone you trust that you have set the exclusion. Can self-exclusion be interrupted?
No. It’s a deliberate protective measure that lasts until the end of the chosen term. This is exactly what makes the tool reliable.
Does the exclusion apply at all casinos?
An entry in the Estonian national register (HAMPI) applies to all licensed operators at once, not just one casino.
